If the fault is for a failed seat belt tensioner, then replacement of the failed tensioner assembly would seem to be in order. Has that been done? If it has and the fault is still present, then the wiring is suspect. The supplemental restraint systems used on most cars are quite sensitive to faults such as resistance fluctuations due to corrosion or a poor connection. These systems are designed to be this way and it can set a fault for a very small deviation, less than one Ohm will set a fault.
