I need to know which filter you're referring to. The "Cabin Filter", if your car has one, is located in the cowl. (At the base of the windshield, on the outside) You can usually access this by removing two screws.
You "Refrigerant Filter" is inside of a component called the "Receiver-Dryer". This filter isn't serviceable and can only be replaced as an entire unit. And the only time they need replacing is if there's been a contamination of the system.
Your other filters are the "intake air filter", "Oil Filter", "Fuel filter", and "Transmission Filter". None of these are located underneath your dashboard.
