1994 Chrysler Concorde Why would shaft AND rack and pinion

I just bought this car about four months ago and have been having some problems steering and making turns. A mechanic who looked at it said it was unbelievable I could drive it to the shop... part of the shaft was missing and the rack and pinion was broken; it shouldn't have been able to drive at all. My question is how this could have happened. I'm not a reckless or careless driver. Any suggestions?

The only way to even SEE the problem here is to SEE it, do you have any pictures? Reckless or not, some parts today are very light wieght and skimpy, and some are down right dangerous, that's why they have the NTHSA! and the RECALL system....
