My 94 Concorde has periods of fuel starvation where the car struggles to hold highway speed. If I stop and turn off the mortor for a few minutes, usually the car then runs fine for a time. It always runs fine when I first start it up. I suspected I got contamination in my tank and recently changed the fuel filter and got blackish colored fuel out of the inlet side of the old filter. The car ran good for a week or so and now the problem has returned.

Is there history of the rubber fuel line from the tank or a fuel puimp part degredating and releasing particles which would plug the gas flow.

Any thoughts would be appreciated.

Next time it acts up, see if it's more prevalent right AFTER you let off the gas slightly. If it does, and especially if it runs better when accelerating, suspect a plugged or collapsing fuel pump pickup screen. When they collapse, they can still pass enough volume of fuel when accelerating, but they can't pass the higher volume that normally flows through it when coasting.
