Steering Problems

I own a 2000 Chrysler Cirrus, with 28,000 miles, 3.5
engine.
The car steers very hard, when making a turn the wheel will not return on its own.
When driving down the highway and touch the wheel it veers very sharply, both left and right.
The car is also hard to start.
I would appreciate any information you can help with.
