I have a 1995 Chrysler cirrus and when I drive it it only likes to do about 30mph, anything over that makes the engine go faster, it sounds like it overdoing itself. It will go faster than 30, but I just dont like to over-do the engine.

Take it to a transmission expert. Sounds like it's slipping or not up-shifting. It's computer-controlled. When the computer detects a problem within the clutch packs or with a sensor, it will default to second gear and stay there so you can at least drive to the repair shop. You should also notice it starts out from a stop sign in second gear too and will have relatively low power.
