Inspect hoses for damage. Also inspect drive belt to ensure it is not damaged and is tightened properly. If OK, try bleeding the air out of the system. Open the power steering resevoir and while engine is running, turn wheel from left to right as far as possible several times. Hold the wheel to each place for several seconds each time. This will bleed any air out of the system.
