1989 Chevy Silverado V8 Four Wheel Drive Automatic

on my 89 chevy silverado 4x4 when I shift into 4 wheel drive nothing happens the lights on the shifter dont light up indicating that it is in 4 wheel the front wheels dont turn nothing. The last time I had this problem I could shift into 4 wheel and jack the truck up and manually turn the wheels and both wheels turned and I am guessing that the same will happen this time but I dont remember what the mechanic said the problem was last time to try the same fix again. Any ideas what the problem might be and how I can check to see if it is the problem without blindly buying and replacing misc. Parts?

I finally fixed my truck.
The short story is I thought it was the actuator that was giving me the problem, so I bought a new one.
I installed the new one, and had the same problem.
I got my volt meter out, turned the key on, engaged the transfer case, and checked for voltage. I got 12 volts. I took the actuator and ran a short jumper to it from the battery, and low and behold the actuator extended.
My best guess is that although the voltage was there there wasn't enough amps to make the actuator actuate.
To fix the problem I ran a hot and ground wire to the actuator and hooked them to a toggle switch.
This is proberbly far from a recommended fix, but it works and thats all I care about.
I hope this helps someone before possibly replacing a functioning actuator, just as I did.
