what causes fuel to leak from the charcoal can on a 78 cutlass

First, there shouldn't b fuel getting into the canister. The only way this can happen is if you over fill the fuel tank with gas. When that happens, you allow the fuel to fill to the EVAP breather and fuel gets in that way.
