Can a monte carlo lock the engine up if more oil was added then needed

No it won't lock the engine up, however adding to much oil is not good for the car because the oil pan is only supposed to hold so much oil and if you exceed that you put a strain on it and it may start leaking you may also have excess oil shooting up around your valve cover pans where you add oil and it may leak there. If you added to much oil simply drain out the excess amount
