1995 Chevy Monte Carlo Heater problem

Heater will heat up if idle and not below freezing outside. Once it heats up when I start driving the heat turns cold. When I stop or park it warms up again. Heat pretty much works fine if not too cold outside. 40degrees and above works fine. Below that won't heat when driving.

Your thermostat is probably stuck open partially. Pick up a new one with a gasket and it's really easy to change. If you follow your top radiator hose, it will lead to a metal houseing near your cylinder head. Remove the two bolts and you will find the thermostat inside. Remove the thermostat and gasket and make sure you scrape off all excess rubber the gasket may leave behind. Put in the new gasket, followed by the new thrmostat, and bolt it back up th same way it came out. Make sure you put everything back the same way. When finished, you have to bleed your cooling system and refll with coolant/antifreeze otherwise you may get air bubbles in your system, causing more problems.
