15 amp fuel injector fuse keeps blowing as soon as the key is turned on

Use an ohm meter and check the resistance at all injectors, If you unplug the injector harness doe the fuse still blow? 3.4 resistance should be 11.8-12.6 ohm at 60 degrees...
