Drive a long screw driver thru the filter. Now you can use it kind of like a breaker bar to break the filter loose. Don't let the screw driver stick out too much on the opposite side as you may do some damage when the filter finally turns loose.
Depending on the clearance, you may be able to adapt a breaker bar to a cap wrench and pry the filter loose that way.
