1998 Chevy Lumina All brakes sticking

The brakes on this car are sticking in the slightly on postion. I checked this by jacking car up and trying to spin or turn the tire and wheel. All 4 wheel had lots of drag on them. The brakes work but never quite release all the way. If the car is slightly rolling, and I put the shifter in neutral the car will stop itself without putting on the brake. All 4 tire rims are very warm. The master cyclinder seems to have no leaks, as well as no leaks at the calipters or rear wheel cycliders.I checked the vacume line on the buster for cracks and leaks, and all looked fine.

Brakes can stick from two reasons,
There is still hydraulic pressure in the calipers.
Or
The caliper's piston will not release, or the caliper can not slide.

Put the car on jack stands, transmission in neutral, and remove the wheels.
Now open the bleeder screw on the caliper just for a moment and close it back.
If there was hydraulic presser, you would have just released it and the rotor should turn freely if that was the cause.

If the rotor is still difficult to turn, then you have bad calipers and/or slider pins.
