If your talking about hvac blower motor, with the system turned on, I'd check voltage and ground at the blower connector. If that checks out and no blower action, suspect the blower motor.
If no voltage at the connector, check circuits at blower relay. I wouldn't replace anything without trying to be sure of the problem. Did you use a voltage tester on applicable fuses? Yes you can test a relay, apply voltage and ground to the coil side of relay, then check continuity between proper terminals for energized relay. Which side of coil is voltage and which side ground, doesn't matter, as long as there isn't any diode in the circuit.
