Yesterday afternoon as I am leaving work, I start my car as usual, when I am backing out of my parking spot, I begin to hear a noise. I continue to hear the noise each time I step on the accelarator. It is like a whining (or what I would call a cat in heat) kind of sound. I live in CT and people tell me it could be the belts because of the cold weather, I have no idea, any suggestions?

Very well could be belts have they ever been replaced? If no then belts. Does squeal get louder on first start and go up with RPM? If so belts.

I have never had the belts replaced and the sound does get louder when the RPM's go up.

I just looked at the car and I am totally out of power steering fluid, I was told that my power steering fluid is leaking into the rack and pinion resvior could that be where the noise is coming from? The car has no loss of power

Yes no fluid would cause a noise. Fill resevior and I.D. Leak repair install new belt and you should be good.
