2003 Chevy Impala Fan not blowing

The fan in my 2003 Chevy Impala has 4 levels--1, 2, 3, & 4. It seems to be working fine on levels 2-4 but no air comes out on level 1. I have only noticed this for about the last two months. Does anyone know what may cause this? Thanks

If the car is off, can you hear the fan running? Sometimes if the cabin air filter is plugged it can restrict airflow at lower fan speeds so it feels like it isnt working. If the fan doesnt work on 1, the resistor is most likely the culprit, located in the HVAC plenum near the blower motor, just follow the wires from the motor to it.
