Warm starts and loping idle

I have 1989 Corsica LTZ M/T that has just started loping and surging at idle. Starts fine when engine is cold but will take 20-30 seconds to start when warmed up. Engine will die if not kept above 1500 rpm. After turning off and sitting for any amount of time, a strong raw gas odor is in the cabin.

3/1607 - I attempted to see what the pressure was at the Shrader valve and noticed several things. With KOEO and vacuum line still attached to the fuel pressure regulator, the vacuum only came to 20 lbs and then dropped to zero. After removing the vacuum line from the regulator, the pressure initialy started at 40 lbs and then dropped to zero with fuel coming out of the vacuum nipple on the regulator. I then reattached the vacuum line with the KOEO and fuel started coming out of the Throttle body into the air duct. I am a firm believer of " the only dumb question" theory and need to know if this is an indication of the regulator being compromised.

You may have answered your own question, I would check for a fuel leak in the engine, check the lines the injector for leaking could be anything, check the obvious and have someone turn the key without starting while you look at the injector to see if it is leaking fuel, it shouldnt
