1995 Chevy Corsica

My corsica is surging when I step on the gas, yet it only does it between the speeds of 10 - 30. Once I get over 30 it stops, yet once I begin to slow down it surges again. I have changed the fuel filter already. Can you please help me?

The engine light only comes on when I am on the freeway and I have begun to slow down from a high speed. The light goes off when I turn my car off and does not come back on until the next time I am on the freeway.

What I need you to do is have the computer scanned. There will be a trouble code stored in it that will direct us to the problem. Most parts stores will do it for free. Let me know what you find.
