1998 Chevy Cavalier rear seat

we just realized that the bottom rear seat is not achored. Many, many attempts to connect have been ineffective. Neither connection (on seat and on base) appear damaged. We are afraid to have anyone ride in the back seat for fear they would be injured in an accident. Do you have any suggestions to remedy the situation?

See the hook thing on floorboard ? Then a thick wire looping down from seat? Takes a real big shove at that point down low to floor to engage . Also should be two bolts on backside up under backrest.
