Test it before taking it off. To do this start the engine. Push up on the EGR diaphragm and hold it up. The engine should stall or at least nearly stall. This means that the intake passages are clear. If nothing happens, the intake passages are clogged and need to be cleaned.
Secondly, with engine running, bring the rpms' up to about 2500, while holding your hand on the EGR diaphragm to see if it moves upward (by the vacuum from the vacuum line) This means it's getting vacuum and working fine.
Make sure it's getting vacuum by pulling off the vacuum line at 2500 rpm and puttign your finger over its' end to check for vacuum.
Unplug the vacuum line to the EGR valve. Remove the two 10mm bolts which hold the EGR valve on. You'll probably need a wrench instead of a socket and ratchet.
Once the valve is off, you can clean the EGR valve with carb cleaner and a small brush. Clean the EGR port in the intake using carb cleaner and a stiff wire.
