Can they be rotated?

What you mean they have location on them? You mean they are directional tires? If so then they don't get rotated, just switch them from front to rear is all you can do.

Do you have the 16 inch IROC rims for your 88? If so, you have two pairs of rims, one front pair, one back pair. The difference between the two is the spacing of the rim. I would not suggest switching the rears to the fronts and vise versa. About the only thing you can do is switch the lefts for rights and vise versa.
