2000 Chevy Blazer windshield wipers

One of my wipers works but the other wont come up. when it does it gets stuck on the other. I replaced the wiper on it and it still is doing the same thing. I can see that the motor is still working so im just not sure what it is. if you could help me out i would appreciate it.

First, remove the wiper arm and make sure it isn't stripped and allowing the wiper arm not to move. If it is in good condition, you will need to remove the cowl at the base of the windshield and check the linkage. It is possible that it is loose or something came disconnected or broken.
