1994 Chevy Beretta Ignition switch

Only attempts to start if tilt wheel is all the way up. Turns over intermittantly but won't run

First, check the ignition switch (electrical) to make sure it is tight. Next, have you checked to see if there is spark and fuel to the engine? Is the security light staying on?
