1990 Chevy Beretta turning signals

1990 Chevy Beretta 6 cyl Front Wheel Drive Automatic

IF I Put the switch in a certain position the turning signal will come on but it wont flash. They work if my hazard lights are on though. Is it the switch or just a short?
All the bulbs are fine, and the fuses are not blown or missing. A little plume of smoke comes out of the steering wheel if i am holding the switch for the light to come on.

It sounds like the turn signal switch needs replaced. The steering wheel needs removed to do so. If your car has a driver's side air bag, I recommend you have someone trained do the work. If there is no airbag, it will be safe for you to try.
