Car starts will not drive after having the brakes lock up?

The car had brakes locked up. Replaced all brakes pads car starts now but won't drive. It goes into gear. Brake pedal functions normally.

It sounds like you have a bad master cylinder or booster. I would loosen the brake master mounting bolts three turns to see if the brakes release. If so, I would install a new brake master. You will need to bleed the master before installation.
