Probably not the paint unless your car was re-painted with very cheap paint. That car comes from the factory with a base coat/clear coat paint. The base coat gives it the color, in your case black. The clear coat is a thicker top coat that has no color in it. Its job is to protect the base coat from literally everything in the world.
More likely what you are seeing is soot or other pollution that is in the air, the fog would bind to that and when it condensed on your car you get black or other color liquid. In one way you should be happy, All of the crud that the fog cleared out of the air is less you have to breath.
Being that you are in an area like that I would recommend that you wash that car frequently and give it a thorough waxing at least every few months to protect it from damage. The issue is that those contaminants in the air will form acids when combined with water and can etch into the various surfaces on the car.
