Car modifications, is it possible to get my car to go from the silver looking car to a blacked-out car?

Or at least something that kind of looks like it? If so, how much will the estimated cost be including labor?

Sure, it's possible but it isn't inexpensive. To do the full process you would need to do a color change repaint. Then the rims get painted, and the tint installed. Just the repaint will run about $5,000.00 for a mid-quality finish, the tinting can be between $400-$500 depending on the shop and tint materials. Rims depend on if you opt to just do a quick spray can job or if you go for gloss powder coat.

How to fully modify and black out my car in California with a guarantee of not being pulled over? Preferably also upgrading the exhaust if possible. I have heard about the strict laws on California mods.

No way to guarantee that they won't pull you over for a modified car. Especially as they keep making the laws stricter.
