Do you have a scan tool that you can look at data? We need to look at the fuel injector pulse widths. It is possible that the regulator is causing the over fueling because it maintains fuel pressure. However, if it lets the pressure increase and the injectors are over fueling, the PCM would see this and cut the pulse widths back. What we need to see what the pulse width actually is. The pulse width of the injector is how long the PCM is opening the injector. The PCM then monitors the o2 sensor to see if it needs to shorten or lengthen that duration.
Not only do we need to see the pulse width but we need to see what the o2 sensors are reporting on the short term fuel trim. If you can smell the fuel and the o2 sensors are reading normal, then you have an o2 sensor issue. These could have been damaged when it was misfiring.
If they are reading properly, and the injectors pulse width is being commanded shorter, then you may have leaking injectors.
Either way, we need to see what the PCM is looking at so we can make the appropriate decision.

If you don't have a scan tool, let's start with fuel pressure. Hopefully, you can get a fuel pressure gauge and it should be around 60 PSI.
