Initially, what problem are you trying to correct? E098 does not trigger any warning like a check engine light. There is no specification of resistance for the motor, you could have some resistance as you are measuring the resistance of the contacts and through the motor armature. You should have been able to retract the pintle, assuming you were executing the override correctly. One way to check if the motor is operating, with the engine running lift the throttle so it is not contacting the ISC pintle, and press on the ISC pintle with your finger. If the throttle switch is operating, it will recognize the higher speed(you holding the throttle open), and the switch indicating the throttle should be closed(which it is not), and the pintle should retract in attempt to bring the speed back to learned position.
