Code C1464 control lock voltage?

Hi,

Having 4wd service light. I have 4v on the violet and blue wire. Also has 14v on pink and green. All wires are less than.5ohms and no short to ground. If code is cleared while selecting 4wd it will change, and not throw a code until 2wd and code pops up instantly. What is the purple blue control lock voltage supposed to be? Is my actuator bad?

9 times out of 10 it will be the actuator, but you should check the fuses. This guide will help, and I have included the 4wd wiring diagrams so you can see how the system works and which fuses to check.
