I have a 1996 Buick superturbo Riviera which started
(2 days ago) cutting out whenever I reached 60 MPH
or go up a steep hill. I have changed the fuel filter
but it didn't help. What should I try next, since I don't know when the plugs etc were changed last.
I have only had the car 3 months.

Check the plugs and the plug wires. Make sure to check the wires at the plugs and at the coils and see if they are bad.I would also just plan on replacing the plugs if you are going to take them out I would put new ones in....
