99 Regal Anti-Lock Brake Light On/Trac Light On, Won't Start

I have a 1999 Buick Regal with 100,000+ miles. The anti-lock brake light stays on when ignition key is turned as well as the Trac Off light. My daughter was driving it yesterday and the brake just totally locked up on her. She was able to shut the car off and restart it and then the brakes worked. Now today I was going to take for some servicing but the car won't start (which happened 2 times in the last days). It doesn't turn over or anything. Also, right now the brake doesn't go down much at all like it is locked again. Could the car not starting and the anti-lock brake lights be one in the same problem and if so, what could be wrong? Both issues started on the same day. Please help!
