2001 Buick Regal engine sputters on acceleration

I have troubleshot this to death, now I need help. On acceleration the engine hesitates and sputters allot, it started doing it at about 4k RPM when accelerating to pass, then noticed the same thing about 2k RPM a short time later, but at a constant speed it ran fine. I cleaned the TBI (using a sensor safe cleaner) (it was pretty carboned up). Afterward the cleaning it started doing the same thing during any RPM acceleration while in gear, in park the engine seams to run just fine. I have use a diagnostics tester & get no codes (I thought a sensor in the TBI was going out). I have changed the fuel filter & air filter, I have attempted to change the spark plugs but I can't even get the boot off the one in the back passenger side, so I left as is until I could get the diagnostic tester on the engine.
The one thing that puzzles me is the engine got worse after I cleaned the TBI (which has 4 sensors on or infront of it) but I don't get any codes to show up on the ODBII tester. I have also gone over the vacuum lines that I could find to see if I had one cracked or off, is there another one hiding some where?

Hesitation at high room is caused by ignition. You really need to check the plugs and wires.

No Luck, just changed wires & plugs still the same, when I accelerate it acts like it just looses power then a second later starts to accelerate only to drop off again, this is a cycle, if I accelerate hard it will gain speed & go but I can still hear it struggling. And with no codes on the Diagnostic tool I'm at a loss. Maybe a injector? One of the Power Packs? Bad EGR Valve? Should give a code though, I would think? Then again could bad gas cause this? I'm up for any suggestions.
