1990 Buick Regal Parking brake

I have a problem pumping the parking brake .I hear it ratchet but it wont hold.Is it way out of adjustment or should i take it back wards while pumping to adjust it or is something else wrong?It will stop the car from rolling but when I let off it continues to roll.

It is out of adjustment.
