2004 Buick Ranier Brake problem

2004 Buick Ranier 6 cyl Four Wheel Drive Automatic

At a slow speed (10 to 20mph)on dry pavement the brakes act like it is on ice. The car will stop but the pedal feels like it hits a bump and then goes down a little farther. This does not happen at higher speeds.
