WHEN COLD ENGINE STARTS AND RUNS FINE, AFTER A SHORT TIME (ENGINE WARM) CHECK ENGINE LIGHT COMES ON AND CAR STALLS WILL NOT RESTART FOR 15 MINUTES. WHEN OUTSIDE TEMPETURE IS VERY LOW 20o CAR WILL RUN FINE AND DOES NOT STALL. ENGINE APPEARS TO HAVE SPARK WHEN NOT STARTING. DIAGNOSTIC CODE 15 SHOWS. ALSO COOLING FAN RUNS CONSTANTLY AS SOON AS KEY IS ON EVEN ON COLD START UP.

That code is for the coolant sensor being out of range. Try a new one and clear the codes.
