The reservoir should not be filled. If the fluid level is low, there is either a leak that must be addressed or the front brake pads are worn to the end of their life, and a brake system inspection is in order. If the front pads must be replaced, the pistons that self-adjusted out of the calipers will have to be pressed back in. That is going to send brake fluid up to the reservoir where it will overflow and make a mess.
What is sluggish, the vehicle's acceleration? The brake pedal is low and mushy?
