Checked front brake pads they look new. recently had front spring replaced.

More than likely this is the rotors and not the pads. The pads may be in good condition but the rotors are warped. This happens when they get overheated or are just worn. They get overheated by riding the brakes down a long decline or constant stop and go traffic.
Either way, more than likely you need to replace or resurface the rotors to correct this issue.
