Brake pedal is firm, but at stops it will slowly got all the way to the floor, but brakes are still holding. We have replaced the master cylinder twice (thought we might of got a bad one) and bleed the brakes several times. The rear drums measure out to the max diameter, new shoes and brake cylinders installed. Could it be possible the brake cylinders on the rear move to far causing the petal to go all the way to the floor/ We can get new drums of this is the likely issue but, hate to keep throwing parts at repairing the brakes.

Are you bleeding the master cylinder either before you install it or at least after you install it and what sequence or order are you bleeding the brakes? Are you adjusting up the rear brakes until you hear a slight drag of the shoes on the drum? If not do so and see if the brake pedal comes back up.
This is the sequence.

Yes, we pre-bled the master cylinder and bleed from rear wheels to right front then left front. The rear shoes have only automatic adjusters, and after driving the car they appear to be working. We get a solid pedal but if you keep your foot on it, it will slowly go down. The brakes hold when the pedal is at the bottom, I have tried to move the car, by giving it throttle in gear with pedal down and the brakes hold.

You used the wrong bleed sequence. Use the one I gave you and if that does not fix it post a reply saying so.
