Hi,
If there is air in the system, that is causing the problem. Ford recommends pressure bleeding the system, but that will require specific tooling to perform.
When you bleed the system, do you start at the right rear, then left rear, then the right front, then left front? Also, can you explain the procedure you are using?
Let me know. Also, you mentioned there is still a lot of air in the system. If that is the case, you need to start at one wheel (right rear is the starting place) and bleed it until there is no air coming from it. Then you move on. Do you have a helper opening and closing the bleeder while this is being done?
Let me know as much as you can. Also, I attached the directions below for pressure bleeding. I figured you may want to see how it is recommended.
