Bluetooth, trying to pair my phone to my vehicle?

I hit the phone button then settings. At settings the add device is grayed out. When I hit add device a message saying: function not available while in motion. The vehicle is in park. I have tried doing this with the vehicle off and in the acc and run position. I have also tried it with the vehicle running but in park even with parking brake on and I still get this message

Hello, looking through service information on the hands-free phone system, it is a very complex system. And it works through 2 different data networks, the Lin bus data node which is internal to the Body Control module and then transmitted to the Radio via the High Speed Can bus network so you can hear your phone over the Bluetooth. So, there might be a software update for a module, although there is nothing currently listed in the technical service bulletins. But this type of issue is something a dealership would have to look at with a factory scan tool. You're doing everything correctly to activate and pair the phone to the vehicle, but the fact that the vehicle is not recognizing that it is in Park or not moving means there might be a diagnostic trouble code stored in some other module. If it's not emissions related it won't put the check engine light on, so you wouldn't know if there was a code stored in a different module beside the engine computer. The only other thing I can think of trying is having your foot on the brake pedal and possibly in Neutral.
Below is one of the latest over the air updates for the Radio and Uconnect that you can try.
There is one more update, but it needs to be done with a dealership scan tool, it has to do with wireless connections and device app support.
