Surging issue?

I have a surging problem, I've burped the system for air and checked for vacuum leaks, changed the IAC and the connector. Checked all wiring to the connector and all have power expect the black/red wire. (Even tried and different connector same issue. I've tried looking up the wiring diagram to see what the wire is used for but i can't get any results on my d17a2 engine. Would definitely would like some help figuring out the cause of my surging as well.
