Can I remove or disengage the fuses for the SmartTrack?

It sounded like a good idea, before something goes wrong with it. It isn't stuck in AWD right now or anything. I just think it's stupid and don't want to be repairing the transfer case or any other 4wd parts when I can't even manually engage it anyways.

Yep, you sure can but you might have a warning light, I would remove the fuse for the 4WD first. Here are the fuses and locations. Check out the images (below). Please let us know if you need anything else to get the problem fixed.
