It's a system that provides extra air intake into the manifold. It has an electrical actuator with cables and springs that open and close the valves, sometimes they stick or bind, sometimes outright failure of the actuator. I think on the Windstar, the actuator is located on the same side as the belts, it sits up near the upper intake on the edge of the motor. Be careful, the springs are powerful, keep your fingers. The actual manifold runners may be down below the upper intake cover, might be a good idea to get a repair manual, Chilton or whatever to get an idea of what it is and where.
