The blower motor works but very little air comes out. The vent door actuator is new and works well. Is there a filter somewhere that I am missing?

Hello, does this vehicle have automatic A/C? Can you set the passenger side and driver side to different temperatures? This vehicle is not equipped with a cabin filter. If it does not have automatic A/C, then there are two types of manual set ups for the blower motor and its speeds. The "Base" type has a resistor block with three resistors that determine the blower motor speed. You may be familiar with this set up. The other is a "NonBase" set up. and it uses a blower motor speed control module which is PWM (pulse width modulated) to determine the blower speed.
The Base type has the blower motor resistor block over near the blower motor on the right side (passenger side) under the dash. Kind of a conventional set up. So, depending on the setup will determine your diagnostic approach.
The first two diagrams are the Base blower motor set up, and the second two are the NonBase Blower setup with the Speed Control Module. You'll have to identify which system you have by the wire coloring. Both are next to the blower motor.
