I suspect the issue is the battery is still not charged enough or has a shorted cell. We need to load test the battery which most parts stores can do.

Most parts stores can do this free of charge. So let's make sure the battery is ok and if it is, we can start checking fuses. However, I suspect the battery is the issue because this is called load shedding. That means that when the voltage is too low it stops operating certain items so that it can save the voltage for the more important items.
