Hello,
If the steering wheel is turned when the engine gets shut off, the power steering system loses power and forces the steering wheel against the lock out pin. Which prevents for the key to turn in the ignition.
Apply pressure on the steering wheel to the direction of the wheels, this will disengage the lock out pin and you will be able to turn the key.

As for the intermittent start issue, it could be due to a worn ignition switch. The ignition switch is the electrical component that is inside the starring column and due to being worn it can trigger intermittent no start.
