1994 Acura Integra 1994 Acura Integra bilnking code #23 not

Eng. Light is on, so I jumper wire on service connector. The eng. Lightblinked 2 long, and 3 fast, number 23 right? Looked up in code book nonumber 23 on list for 1994-95 1.8L.I'm trying to pass smog test, thefirst time I tested it failed 15mph, NO(PPM) it meas at 791 max is 711, the guy found nipple broken on EVAP canister, the one that says tank, so I fixed it. Than the eng. Light came on when I drove the car, it dose'nt come on until you reach speeds of like 20mph. Any information would be very very help-full. Thank you. Ian Evans
