So after a local mechanic recharged my AC system, (without asking it to be/was working fine) one month later I had no more cold air. Looked into it, turns out the schrader valve on the high side had sprung a leak. I have replaced the valve. The question is, is it safe to assume I have lost the oil and the refrigerant? Also, I assume since it was "open" to the atmosphere it will need a good vacuum pull. But would it be necessary to have it recovered/reclaimed first? It is all floating out there in the air already?

You are correct, the system will require a vac down to empty the system completely and also this will show if there are any further leaks, (it will not hod the vacuum if there is a leak present) then the correct weight of refrigerant and volume of oil can be re filled into the system. This should be done with a proper automotive A/C recharging station.

I have a dual climate control system. The drivers side is extremely hot all the time even when switched to cold. The passenger side works properly. I was told maybe a actuator behind the heater box. Any help or advice with this?

Try removing HVAC fuse inside truck with key on for sixty seconds then reinstall it may reset the actuator otherwise it is probably bad. In order to remove it if you have to you have to remove air bag on pass side which this should be left to a mechanic. See picture.
